TORONTO 鈥?New data shows the number of violent incidents in Toronto shelters has more than tripled during the COVID-19 pandemic, a phenomenon those who use the system say is partially driving an increase of outdoor encampments.City data reveals there were, on average, 120 violent incidents per month in the shelter system in 2016.
